2013 HOLLY POND YOUTH
FOOTBALL
ASSOCIATION BY-LAWS

Article I-
Organization
A) The name of this organization shall be: Holly Pond Youth Football Association (a non-profit organization)
B) The organization’s colors shall be green, white, black and gold
Article II-Purpose
A) The purpose for which this organization has been formed is to provide organized and instructional athletic opportunities for the youth of our community ages 5-12 years and to inspire our youth and better our community through their actions
off and on the field, while emphasizing competitiveness and good sportsmanship. We also encourage all of
our adults to conduct themselves in an acceptable manner while supervising or in contact with our youth. We must keep
the welfare of our youth first, foremost and entirely free of adult lust for power and glory.

Article III- Membership
Section 1- Adult Membership
A) The legal parent or guardian of a player/cheerleader/majorette who is currently
registered or will be registered to participate in the upcoming season
B) Any person convicted felony or any crime involving a child will not be eligible to hold the position of an officer, coach
or sponsor.
Section 2- Youth Membership
Eligibility
A)Any youth 5 to 12 years of age and residing
within or expecting to reside in the Holly Pond School district during the upcoming season.

Article IV-Meetings
A) The organization membership meeting may be
held monthly August through October and quarterly from November to July.
B) In the event that the president and a vice president are not available and can not be present at a meeting, the meeting
will be cancelled and rescheduled.
C) The president may call a meeting of the
organization when he/she feels it is in the best interest of the organization. Such a request must be made in writing at 5 days before the requested scheduledmeeting date and be approved by the board. No other business but that specified in the notice may be addressed at the meeting without the unanimous consent of all present at such meeting.
D) If a team utilizes any social media ( i.e.creating a facebook group for communication), an officer must be added to the
group.

Article V-Voting
A) Voting is open to all adult members who are parents or legal guardians of the players/cheerleaders/majorettes for the
upcoming season.
B) At all meetings, all votes shall be tallied by a show of hands unless ballots are available.

Article VI-Board
Section 1:
A) A 5 member board that shall be comprised as
follows will govern the Holly Pond Youth Football Association: President, 1st Vice President, 2ND Vice President, Secretary and Treasurer.
B) There can be 2 appointed members to the
board in which the elected board members will appoint. They shall be the following: Equipment manager, Cheerleading director. Neither has voting rights
at the board meetings and they shall hold 1 year terms.
C) The board reserves the right to appoint
additional managers/directors if they are needed to meet the organizations goals.
D) No married couples or immediate family can
serve as officers at the same time.
E) All elected terms of office shall be a 2
year term which commences January 1st and being terminated on December 31st of the second year. Non-elected members of the board shall serve for one year, starting on January 1st and being terminated on December 31st.
F) The board shall be administratively
responsible for the management of the affairs and business of the HPYFA. The board shall draft and adopt rules and regulations as it may deem necessary for
the orderly operations and/or in the best interest of the organization.
G) Board members shall only act in the name of
the organization.
H) Each member of the board shall only have one
vote and the president will vote only to break a tie.
I) The elected president of the organization
shall preside as chairperson of the board.
J) The board shall fill vacancies within the
board. In the event a vacancy exists in the office of the president, it will be
filled by the 1st vice president after which the board would appoint an interim vice president to fill the unfinished term. All other board vacancies would be filled on an interim basis until the next scheduled elections.
K) Any board member may be removed from office
when sufficient grounds for removal exists.
The board will review any allegations before a decision is made. This may presented to the board in written
format.
L) Any coach or sponsor may be removed from
their positions when sufficient grounds for removal exist. The board will review any allegations. Allegations must be brought to the board in written format and signed.
M) The board shall have the authority to
suspend any member whose conduct is detrimental to the best interest to the league.
N) All games that are participated by this
youth football program shall follow the rules set by the Cullman County Youth
Football Association (CCYFA).
Section 2:
A) Anyone wishing to run for an officer
position must be a member and in good standing with the league. In the event that a member does not wish to
run for an officer, then someone outside the HPYFA membership can be elected. The officers of the
organization shall be: President, 1st Vice President, 2nd
Vice President, Secretary and Treasurer.
B) The duties of the officers are as follows:
President- Serves as the chief
executive officer and chairperson of the board.
The president will be one of 2 officers who may sign the checks or drafts for the program. The elected president must have previously served as an officer for the league before he/she can be president. The 1st and 2nd
Vice Presidents shall perform any and all related duties as deemed appropriate by the president. In the event of the
absence or inability of the president to perform her duties, the 1st vice president will assume the presidency of the organization. The 1st and 2nd vice president shall also exercise all duties inherent to the office of vice president.
The secretary shall keep the minutes from the meetings and records for the organization. The secretary shall
serve as the official custodian of records for the organization. The secretary shall also exercise all duties inherent to the office of secretary. The treasurer shall have care and
custody of all money belonging to the organization and shall be responsible for the security of the money belonging to the association. The treasurer shall also be 1 of 2 officers
who sign checks and drafts for the association. The treasurer shall prepare a monthly financial statement and prepare an
annual audit for the organization. The treasurer shall also exercise all duties inherent to the office of treasurer.
Section 3:
A) The board members of the association shall
hold elections for the head coach, cheer sponsor and majorette sponsor for each team at the end of the season. These
will be voted on by ballot form at the end of the year banquet.

Article VII-Financial
A) All financial transactions within the
association will be under the direction of the treasurer. All money collected within the association
will be deposited into a central account. At no time will money be deposited into a separate account for any committee use.

Article VIII-Committees
A) The board shall appoint all committees for
the organization and term of office shall be one year unless action is taken by the board.
B) The board shall appoint an equipment manager. The duties of the equipment are as follows: he or she will be responsible for inventory of the equipment, distributing of
the equipment and overall maintenance of league owned equipment. The equipment manager may appoint an assistant upon approval from the board.
C) The board may also appoint cheerleader/majorette director if deemed necessary. The duties of the cheerleader/majorette
director will be to implement all policies and procedures related to cheerleading/majorette. The director
will also be responsible for any duties deemed appropriate by the board.

Article IX-By Law Revisions
A) These by-laws will be reviewed and revised
at the beginning of the season and will be posted on the associations web page (http://www.ccyfa.blogspot.com/). Revisions
can be made, if needed, up to 1 week prior to the first day of camp. Any potential revisions will be brought in
front of the association members during a scheduled meeting and will be voted on. Any member in good standing are
encouraged to attend the meeting.

Article X-Practice
A) Practices will be held 3 nights a week
(Monday, Tuesday and Thursday) until after the first ballgame (this excludes the jamboree game). Practices will then
be held 2 nights a week (Monday or Tuesday and Thursday). Practice days and times will try to accommodate the Junior High football schedule.
B) Practices will start promptly at 6pm and
will end at 8pm.
C) Practice is mandatory and a child can be
exempt from that weeks game for missing practice. If your child is sick, please contact your child’s coach or sponsor as soon as possible before practice time.
D) It is mandatory that all participants have a
parent or legal guardian present during all practices unless prior arrangements have been made.

Article XI- Rules/Regulations
A) All coaches and cheerleader/majorette
sponsors are to inspire sportsmanship and teamwork.
B) Coaches will be responsible for playing
every child his/her team 6 plays a game.
If the child refuses to play, do not play him or her but notify an
officer of the youth league who will then notify the child’s parent or guardian.
C) A play roster for each team will be kept to
ensure that each player has participated in 6 plays during a game. In the event that the child does not participate, proper documentation needs to be supplied by the coach.
D) Players must attend all practices to
participate in the weekly games. Unless
the player has a valid reason for missing practice, which will be determined by the head coach and the board.
E) Any player starting late in the season must
attend 3 practices before playing in the next game unless waived by the head coach.
F) Cheerleader/majorette sponsors will also
have their cheerleaders/majorettes at each game at the appropriate time.
G) Coaches and cheerleader/majorette sponsors
are to stress discipline, respect and good sportsmanship.
H) Coaches and cheerleader/majorette sponsors
are to try and control their temper with all players/participants and parents. They are to notify a youth league officer immediately of any incidents. The board will then take appropriate action.
I) Coaches and cheerleader/majorette sponsors
are not to smoke during practices or games.
J) Any incident of physical or verbal abuse
from a player, coach or sponsor during practice or games needs to be brought before the board immediately so appropriate action can be taken.
K) Any coach, sponsor or officer seen or
suspected of using drugs or alcohol while in contact with youth will be brought before the board so appropriate action can be taken.
L) Any fund raisers will need to be coordinated
with the youth league board.
M) Parents are not allowed on the practice
fields or on the field during a game unless deemed necessary by the coach or sponsor.
N) No parent or legal guardian of a participant
will be allowed to approach a coach/sponsor with a complaint. Complaints are to be submitted in writing toan officer. The board will review the complaint and take appropriate action.
O) Any person acting inappropriately during
practices and/or games will be subject to disciplinary action.
P) The head coach for each team is responsible
for finding association members to volunteer for the chain gang for the home games. The coach will need to notify a member of the board of their decision. The chain gang volunteers will
not be charged admission into the home game(s).
Q) The code of conduct must be signed by a
participant’s parent or legal guardian.

Article XII-Special recognition
A) All 6th grade participants shall
be recognized at the end of the year banquet.
Those participants who have participated 6 or more years shall also be
recognized at that time.
